Request For Proposal #23/24-105 Title: LANDFILL SOLID WASTE ENGINEERING AND ENVIRONMENTAL COMPLIANCE
1. INTRODUCTION
1.1. Summary
The Town of Manchester is soliciting proposals from qualified solid waste engineering/environmental consultants to provide ongoing landfill, transfer station, compost facility, and other environmental engineering design, permitting, inspection, monitoring, reporting, and compliance services. Although primarily a solicitation for the Sanitation Division, the selected contractor may be asked to provide similar services to other divisions within the Department of Public Works or the Town of Manchester.
The consultant shall assist the Town in the areas of solid waste operations and planning, closure planning, water quality monitoring, stormwater, and general environmental regulatory compliance. The scope of services includes several routine regulatory compliance tasks, including quarterly groundwater, surface water, and leachate seep monitoring and reporting, quarterly and semi-annual stormwater monitoring and reporting, quarterly solid waste inspections, and annual capacity and site life estimates. The scope of services is also likely to include other non-routine tasks on an on-call basis, including solid waste permitting and design, filling plan development and operational assistance, groundwater discharge permitting and design, stormwater permitting and design, leachate seep remediation and erosion control engineering, wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, advising landfill staff regarding operational and design considerations, and site, geotechnical, and/or structural design.
This solicitation does not specifically include air engineering and compliance nor does it include operation and management of the landfill gas (LFG) system. However, the Town reserves the right to request these types of services, on an on-call basis, from the qualified consultant or consultants selected under this solicitation.
1.2. Background
The Town of Manchester operates a bulky waste sanitary landfill, municipal transfer station, and leaf composting facility under solid waste, stormwater, discharge, and air permits and approvals issued by the
Connecticut Department of Energy and Environmental Protection (DEEP). Copies of key permits and approvals are attached.
The first phase of a mechanically-stabilized earth (MSE) berm wall along the southern side of the landfill is nearing completion and final design of other phases will be requested of a selected contractor. The landfill has approximately seven years of capacity remaining. Additional solid waste and water discharge permitting assistance will also likely be requested during the contract period.
The landfill is equipped with a landfill gas (LFG) collection and control (enclosed flare) system. The
Department of Public Works also has a Fleet Maintenance (garage) facility, fueling station, salt sheds, equipment storage, and a vehicle/equipment wash facility on the landfill or adjacent properties; these facilities also operate under stormwater and water discharge permits. Each of these operations is also subject to other environmental regulations, such as SPCC Plans. One of the intents of this solicitation is for the selected consultant or consultants to provide regulatory compliance assistance in these areas.

Prepare quarterly water quality monitoring reports following each monitoring event. The reports shall summarize the field monitoring event, present the field data and analytical results, compare the data to applicable criteria, include a groundwater contour map, and comply with the requirements of the landfill’s solid waste and groundwater discharge permits. Prepare and submit draft reports to the Town for review by August 31st, November 30th, February 28th and May 31st, respectively. Submit the final report to the

They shall be conducted on a day when it has not rained for at least 24 hours, if possible.
Screen, in the field, identified flowing seeps for elevated leachate indicator parameters: pH, specific conductivity, temperature, dissolved oxygen, oxygen reduction potential, and turbidity. Collect leachate seep samples for analysis. Note that seeps that are determined to be similar based upon location and/or field screening results do not all need to be sampled each quarter.
Coordinate sampling activities, including container delivery to and retrieval from the consultant's office, with the Town’s contracted analytical laboratory. Laboratory analysis will be performed by the contracted laboratory and the fees are not part of this task. Note that leachate seep samples need to be analyzed for volatile organic compounds (VOCs) quarterly in addition to standard leachate indicator parameters and metals.
Submit a field map of leachate seep inspection observations within two days of the field work, so that seeps can be addressed in a timely basis.
Prepare quarterly leachate seep reports following each inspection and monitoring event. The reports shall summarize the field monitoring event, present the field data and analytical results, compare the data to applicable criteria, include a map of leachate seeps identified and sampled, and comply with the requirements of the landfill’s solid waste and groundwater discharge permits. Prepare and submit draft reports to the Town for review by August 31st, November 30th, February 28th and May 31st, respectively. Prepare and submit the draft report for review by February 15th. Submit the final report to the DEEP and the Town by March 1st.
This is a lump sum task and shall include all labor, equipment, mileage, printing, and other direct expenses necessary to satisfactorily complete the work.
4.6. Task E: Annual Capacity Analysis & Site Life Estimate
Prepare an updated topographic base map of the landfill that shows the current topographic contours, final permitted landfill contours, and the landfill limits. An aerial photogrammetric survey is performed under separate contract to the Town each year in November or December. An AutoCAD drawing will be provided to the consultant by mid-January. The CAD drawing from last year’s capacity analysis will also be provided.
Also prepare an annual capacity analysis that estimates the landfill space utilized between the two flights, the remaining capacity for future wastes to be landfilled, and the anticipated closure date of the landfill. The estimates shall account for the capacity of the landfill’s final cap and for the future phases of the MSE berm wall. The base map shall comply with the requirements of the landfill’s solid waste permits.
Prepare and submit the draft report and plan for review by February 15th. Submit the final report and plan to the DEEP and the Town by March 1st.

• A 1” = 100’ map of the landfill that graphically depicts the landfill capacity utilized since the last aerial flight.
• A 1” = 100’ map of the landfill that graphically depicts the remaining landfill.
• Updated 1” = 2000’ site location maps using USGS topographic map and Town of Manchester GIS as base maps.
Prepare and submit the draft plans for review by February 15th. Submit the final plans to the Town by
March 1st.
This is a lump sum task and shall include all labor, equipment, mileage, printing, and other direct expenses necessary to satisfactorily complete the work.
4.8. Task G: Quarterly Landfill Stormwater Monitoring & Reporting
Conduct quarterly visual assessments and stormwater sampling at the landfill in accordance with the facility’s registration under the DEEP’s General Permit for the Discharge of Stormwater Associated with
Industrial Activities. Visual assessments, and sampling for non-exempt parameters, are to be conducted during representative precipitation events at: DSN-001, DSN-003, DSN-005, DSN-006, DSN-007, and DSN-
008.
Coordinate sampling activities, including container delivery to and retrieval from the consultant's office, with the Town’s contracted analytical laboratory. Laboratory analysis will be performed by the contracted laboratory and the fees are not part of this task.
Prepare draft stormwater monitoring reports (SMRs) for review and signature by the Town and provide a copy of field data sheets documenting the visual assessments at each location within forty-five (45) days of sample collection. Submit the final SMRs to the DEEP and the Town via the DEEP’s EZ-File system within seven days of receipt of the Town’s review comments. In addition, submit a cover letter to the Town describing the monitoring results and recommending corrective actions as may be appropriate.

Prior to the first monitoring event, the consultant shall assist the Town in updating the Town’s contacts and status in the DEEP’s EZ-File electronic reporting system so that there will be no delay in reporting. This work is part of the lump sum for this task and will not be paid separately.
4.9. Task H: Semi-Annual Landfill Stormwater CSCE Inspections
Conduct semi-annual comprehensive site compliance evaluation (CSCE) inspections at the landfill with
