The work will be awarded in a single contract with a Substantial Completion deadline of 120 calendar days after the Notice to Proceed and final completion deadline of 150 calendar days after the Notice to Proceed, with liquidated damages assessed at $2,000 per day for the first 90 days following the Substantial Completion deadline and $5,000 per day thereafter, and $2,000 per day for the first 60 days following the final completion deadline with $5,000 per day thereafter. Evaluation criteria include contractor experience, project qualifications, quality control measures, and compliance with all technical specifications and contract requirements as detailed in the comprehensive bid documents available through the Authority's website at https://www.dwswa.org or the City of Dalton's website.

All bidders must comply with the Georgia Security and Immigration Compliance Act (O.C.G.A. 13-10-91) and must submit with their proposal packet a signed and notarized affidavit verifying compliance, along with E-Verify requirements, workers' compensation insurance provisions, and information security affidavits as specified in the contract documents. The contract price is determined on a unit price basis with estimated quantities specified in the bid schedule; actual quantities will be determined by the project engineer (SCS Engineers, located in Duluth, Georgia) and are not guaranteed. Progress payments will be made monthly at 90 percent of completed work with 10 percent retainage until Substantial Completion, at which point payment increases to 95 percent of completed work less 75 percent of the engineer's estimate of remaining work value.
