About this opportunity

The City of Albany Department of General Services is requesting sealed bids for landfill gas blower skid parts, preventative maintenance, and repair services at the Rapp Road Waste Management Facility, with bids due September 11, 2026 at noon. MWBE participation is mandatory: a minimum of 15% of total contract dollar value and 25% of total labor hours must be allocated to City-certified MWBEs.

Vendors must demonstrate a minimum of 20 years' experience in mechanical and electrical engineering projects in industrial settings and 10 years' specific experience with landfill gas collection systems. Work involves biannual routine maintenance and emergency repair services on a John Zink Inc. landfill gas blower skid (serial number X0909). Routine services include drive motor function inspection, vibration analysis, driveshaft alignment, bearing and seal maintenance, impeller inspection, gasket and expansion joint replacement, valve cleaning, variable frequency drive maintenance, motor winding testing, and mount/coupler inspection. Non-routine services encompass machine shop work, metal fabrication, valve repair, variable frequency drive diagnostics, welding, and parts acquisition. Vendors must maintain a machine shop within two hours of the facility and provide written demonstration of familiarity with Baldor-Reliance blowers and Advanced Industrial Devices variable frequency drives.

The contract term runs from execution through December 31, 2027, with options to extend for two additional one-year periods through December 31, 2029. The City will award to the lowest responsible bidder based on the lowest normal shop rate and reserves the right to make multiple awards. Bidders must provide separate pricing for normal and emergency shop rates, normal and emergency field rates, and mileage rates for mobilization. All pricing must include labor, materials, freight, delivery to 1 Richard J. Conners Boulevard, Albany, NY 12204, and base warranty coverage. Vendors must comply with New York State Labor Law prevailing wage requirements and the City of Albany Living Wage Ordinance (Section 42-161), requiring $16.72 per hour with at least 70% employer-paid health benefits or $19.43 per hour without employer-provided benefits. Bids remain valid for 45 days from opening at 1:30 p.m. at City Hall Room 202. No bid deposit or performance bond is required.
