About this opportunity

The City of Hayward has issued Request for Proposal (RFP) #25-057 seeking professional land value appraisal services for two specific parcels located in Alameda County, California. The first parcel (APN 439-0070-006-01) is a 0.73-acre site at 3788 Depot Road currently housing the Hayward Navigation Center with three dormitory-style modular units, while the second parcel (APN 439-0070-006-02) is a 0.24-acre undeveloped lot across Whitesell Street. Qualified appraisers must hold an MAI designation and a California "Certified General" real estate appraiser license to conduct a comprehensive land value appraisal using fair market value standards. The evaluation process will score proposals across seven criteria: qualifications and staffing (20 points), project approach and work plan (20 points), schedule (10 points), cost proposal (15 points), compliance with RFP (15 points), exceptions to the standard consultant agreement (10 points), and potential interview performance (10 points). Proposals are due electronically by 4:00 pm on June 18, 2025, with potential interviews scheduled for July 2, 2025, and tentative contract approval anticipated approximately six weeks after the submission deadline.

The RFP includes several mandatory certifications and compliance requirements for potential bidders, including a Non-Collusion Affidavit, Nondiscriminatory Employment Practices certification, and a Non-Involvement in Nuclear Weapons Affirmation. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the city emphasizes non-discriminatory hiring practices and equal employment opportunities. Contractors must provide comprehensive insurance coverage, including Workers' Compensation, Commercial General and Automobile Liability, and Professional Liability insurance with specific coverage limits. The final deliverable must be submitted as one bound original, two bound paper copies, and one electronic PDF copy, containing a detailed report analyzing the parcels' fair market value. Although a specific budget range is not disclosed, the RFP indicates that the lowest cost will not be the sole determining factor in consultant selection. The contract will be governed by the City of Hayward's Professional Services Agreement template, which includes provisions for compensation, service scope, and potential contract modifications.
