About this opportunity
The City of Greenville, North Carolina is issuing a Request for Qualifications (RFQ) to procure professional consulting services for developing an Emergency Action Plan (EAP) and downstream inundation maps for the Lake Ellsworth dam, a Class-C high hazard structure located in the city. The selected consultant must be licensed in North Carolina and capable of creating deliverables that meet standards established by the North Carolina Department of Environmental Quality (NCDEQ) and the North Carolina Department of Public Safety (NCDPS). The EAP deliverable must address potential emergency conditions, mitigation actions, incident response procedures, early warning notification systems, and responsibility delineation, while the inundation maps must depict both Sunny-Day Breach and Rainy-Day Breach scenarios using hydraulic analysis modeling. The RFQ question deadline is February 10, 2026, with an addendum posting scheduled for February 17, 2026, and qualifications submissions due by 4:00 PM EST on February 26, 2026, submitted via electronic PDF through Dropbox or as four hard copies to the City of Greenville Engineering Department. Consultant selection is anticipated in March 2026 with contract award in April 2026, and the selected consultant must be available to begin work immediately upon award. The evaluation criteria are weighted as follows: quality and completeness of response (20%), applicable team experience on relevant projects (30%), individual qualifications of proposed team members (20%), and approach and methodology (30%).
Respondents must register through the City's online vendor portal and are subject to the City's Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation goals of 4% each. All work must be performed under the direction of a North Carolina-licensed professional engineer, and no subcontractors may be engaged without prior City authorization. Respondents must maintain commercial general liability insurance of at least $1,000,000 per occurrence, professional liability insurance of at least $1,000,000 per occurrence, workers' compensation coverage as required by North Carolina law, and commercial automobile insurance of at least $1,000,000 per occurrence. The RFQ does not identify an incumbent vendor or existing contractor, nor does it specify a budget range or award value; detailed scopes of work and fees will be negotiated following consultant selection. The City reserves the right to reject all submissions.
