About this opportunity
The City of Waco has issued a Request for Bid (RFB 2025-052) for Lake Brazos Low Water Dam Cleaning, a maintenance contract for debris removal at Lake Brazos Dam. The solicitation requires a contractor to remove debris upstream of the dam, with a minimum of one and maximum of two cleaning events per year, as determined by the City. Debris includes logs, plastic, tires, boats, and other accumulated materials, which must be strategically placed or disposed of according to specific guidelines: organic materials will be relocated to the downstream side of the dam, while non-organic trash will be collected in a city-provided roll-off dumpster. The contractor is responsible for providing all necessary labor, materials, and equipment for the removal and relocation process. A mandatory pre-bid meeting is scheduled for July 23, 2025, at 10:00 A.M. Central Time, with the bid opening set for August 6, 2025, at 2:00 P.M. Central Time via Zoom (Meeting ID: 160 834 4820). Evaluation will likely focus on comprehensive pricing, which includes a mobilization fee and hourly rate covering all associated operational costs.
Three local contractors submitted bids for this project: Tex Vet Trees from Waco, Double S Contractors LLC from Waco, and TerraSol LLC from Taylor, Texas. The procurement includes a Minority Woman Owned Business Enterprise (MWBE) consideration, with Tex Vet Trees certified as an MWBE vendor. Bid prices varied significantly, ranging from a low of $78,000 to a high of $150,000 for the yearly cleaning contract, with hourly rates between $425 and $506. Mobilization fees ranged from $2,103 to $37,500. The City of Waco will provide the roll-off container for non-organic waste at its own expense, reducing the contractor's disposal costs. The contract appears designed to accommodate local and regional contractors, with a focus on specialized dam maintenance services. The total contract value suggests a budget range between $78,000 and $150,000 annually, depending on the selected vendor and specific project requirements.
Opportunity text
The City of Waco has issued this solicitation for debris removal at Lake Brazos Dam, a minimum of once per year and maximum two (2) times per year at times to be determined by the City of Waco. Debris is defined as (mostly) logs, but the City wants anything that's built up in front of the dam (upstream side) to be removed or relocated whether it's plastic, tires, a boat, etc. Logs, silt and organic matter will be placed on the downstream side of the dam. Trash will have to be collected and contained. The City will provide a roll off at the City's expense for the nonorganic (trash) items. This Contractor will be responsible for all labor, materials, and equipment required for removing debris upstream of Lake Brazos Dam and the placement of organic material on the downstream side of the dam and non-organic material in the roll off dumpster provided by the city.
