About this opportunity

The State of New Hampshire, specifically the New Hampshire Veterans Home (NHVH), is issuing a Request for Proposals (RFP) to procure comprehensive laboratory services from an independent contractor. The procurement seeks on-site phlebotomy services, courier services for specimen transport, data integration with the facility's electronic health record system (PointClickCare), and HIPAA-compliant laboratory testing services, including 24/7 laboratory testing availability, non-surgical pathology services, specimen analysis, and notification protocols for reportable diseases and drug-resistant organisms. Required qualifications include current Clinical Laboratory Improvement Amendments (CLIA) certification, professional liability insurance of $1 million/$3 million, background-checked and credentialed staff, and compliance with all federal, state, and local regulations as well as CDC and OSHA infection prevention standards. The evaluation will be conducted on a 100-point scale assessing technical capability (20 points), experience and qualifications (25 points), experience with previous on-site contracted services (25 points), and ability to invoice at current Medicare rates (30 points). The vendor inquiry period ends April 2, 2026, with final agency responses to inquiries due April 6, 2026, and proposals due April 16, 2026 at 4:00 PM. The contract term extends up to three years from the date of Governor and Executive Council approval or July 1, 2026, whichever is later, with an option for an additional two-year extension at the agency's discretion.

The RFP documents do not specify any set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. No incumbent vendor or current contractor is identified in the procurement documents. The selected vendor will be required to integrate services with the facility's existing PointClickCare electronic health record system and must execute the State of New Hampshire Standard Terms and Conditions (Form P-37) upon selection. Pricing for laboratory services shall be invoiced monthly based on the current Medicare Fee Schedule at the time of service, with the vendor billing Medicare directly for Medicare beneficiaries and other third-party payers according to their respective billing requirements; testing not listed on the Medicare Fee Schedule will be billed at the vendor's current outpatient list price. The RFP documents do not specify an explicit budget range or award value for the contract. The State reserves the right to reject all proposals, cancel the RFP, or solicit new proposals at its discretion.
