About this opportunity

The City of Madison Engineering Division is seeking laboratory services through RFP #9061, targeting comprehensive analytical testing for environmental samples including surface water, groundwater, stormwater, landfill leachate, condensate, soils, and sediments. Qualified vendors must be certified by the Wisconsin Department of Natural Resources (DNR) and preferably hold NELAP certification. The services require providing sample containers, shipping services, sample analysis, and report preparation across approximately 40 different laboratory analysis parameters using EPA and Wisconsin-approved methods. Annual workload estimates include 10 landfill groundwater sampling events with 23 samples each, 15 leachate and condensate events, 5 stormwater events, 10 right-of-way soil sampling events, and 3 annual sediment dredging events. Proposal evaluation will be based on Experience, References, and Project Capability (35%), Cost Proposal (60%), and Local Preference (5%), with proposals due by 4:30 PM on August 27, 2021. Standard turnaround time for analyses is two weeks from sample receipt, with vendors required to demonstrate capability for expedited services.

No specific Disadvantaged Business Enterprise (DBE) or Women and Minority-owned Enterprise (WME) requirements are mandated for this contract, though firms with 15 or more employees and annual aggregate business exceeding $50,000 with the City must submit an Affirmative Action plan. The contract period is one year, with the City holding option to renew for two additional one-year periods. While no incumbent vendor is specified, the estimated annual contract value ranges from $40,000 to $60,000, though this amount is not guaranteed. Vendors may use subcontractors for work they cannot perform in-house, and partial bids will be considered. The City is tax-exempt, and proposals will be evaluated for fiscal responsibility. Vendors must include all costs in unit pricing, including shipping, delivery surcharges, and analysis, and must comply with City of Madison Standard Terms and Conditions and the Sample Contract for Purchase of Services.
