About this opportunity

The Town of Manchester, located in Hartford County, Connecticut, is soliciting bids for Laboratory Analytical Services through Invitation to Bid #24/25-19, seeking a certified analytical laboratory to provide comprehensive environmental testing and reporting. The procurement targets multiple municipal facilities including the Manchester Sanitary Landfill, Department of Public Works, Highway Fleet Garage, Police Department Garage, and MS4 system. The selected laboratory must be certified by the Connecticut Department of Public Health (DPH) Environmental Laboratory Certification Program and capable of performing standard organic and inorganic parameter analyses on water and solid samples, with potential analyses of emerging contaminants like PFAS/PFOS. The contract will run for three years from October 2024 through September 2027, with potential two one-year extensions. Key deliverables include comprehensive water quality monitoring across various sample types such as groundwater, surface water, leachate seeps, landfill gas condensate, and industrial stormwater, with a required 14-day turnaround for analysis and reporting. The bid requires detailed pricing tables with unit prices for different sample types, and the laboratory must provide sample containers, retrieval services, and adhere to strict quality assurance/quality control procedures. The bid is due on October 8, 2024, with the contract period spanning from October 2024 through September 2027.

The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. However, bidders must comply with the Town of Manchester's Living Wage Ordinance and provide certification regarding their wage payment status. The laboratory may subcontract certain tests from another DPH-certified laboratory with prior town approval. While specific budget ranges are not directly stated, the bid includes detailed pricing tables for various analytical services, suggesting a comprehensive and potentially substantial contract value. The town requires bidders to provide references demonstrating previous municipal work and to complete various certification forms, including prevailing wage documentation and living wage compliance. Contractors must also provide proof of insurance meeting municipal requirements and ensure employees complete the 10-hour OSHA construction safety and health course. The procurement allows for potential additional testing of emerging contaminants, indicating flexibility in the contract's scope and potential for expanded services beyond the initial requirements.
