About this opportunity

The City of Glendale, California is seeking sealed bids for the La Crescenta Avenue Rehabilitation Project (Specification No. 3829R), a comprehensive infrastructure improvement initiative spanning multiple jurisdictions including Los Angeles County. The procurement opportunity requires a California "Class A" licensed contractor to furnish labor, materials, equipment, and specialized skills for an extensive urban infrastructure renewal project. Deliverables include surface grinding, asphalt placement, curb and sidewalk reconstruction, ADA-compliant ramp modifications, traffic signal upgrades, bicycle lane installations, sewer main line work, street tree planting, and various related infrastructure improvements. Bidders must demonstrate successful completion of at least four prevailing wage public contracts in California within the past three years, with comparable project scope and scale. The bid deadline is Wednesday, July 24, 2024, at 2:00 p.m., with a project duration of 140 working days and liquidated damages of $9,500 per calendar day. Evaluation criteria include contractor qualifications, licensing, safety performance records, and compliance with California Public Works Contractor Registration requirements.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises. The preliminary engineer's estimate ranges from $15,500,000 to $16,500,000, representing a substantial infrastructure investment. Bidders must provide 10% bid security and comply with both California and federal prevailing wage regulations, paying the highest applicable wage rate. The project will be completed in three construction phases and requires comprehensive documentation, including contractor licenses, Department of Industrial Relations registration, and detailed company information. Existing infrastructure to be integrated includes traffic signals, fiber optic systems, and current street configurations. The project emphasizes multi-modal transportation improvements, sustainability, and accessibility, with specific elements like protected bicycle lanes, creative crosswalks, bio-retention facilities, and drywells. Subcontractors must also be properly registered, and all electronic certified payroll records must be submitted in compliance with state regulations.
