About this opportunity

The Louisiana Department of Transportation and Development (LADOT) is soliciting bids for replacement of the Boudreaux Canal swing span bridge on LA 56 in St. James Parish (State Project No. H.002244), with electronic bids due October 14, 2026 at 10:00 a.m. through www.bidx.com. This is a Small Business Element (SBE) Goal Project; apparent low bidders must submit Form CS-6AAA and supporting documentation to the LADOT Compliance Programs Office.

The scope encompasses bridge removal, clearing and grubbing, grading, drainage structures, Class II base course and asphalt concrete pavement work, permanent steel sheeting, precast and treated timber piles, a new bridge operator house, and related work along a 0.656-mile corridor on LA 56 from south of Tave Street to north of Vin Street. The contractor must hold Louisiana contractor licenses in Highway, Street, and Bridge classifications and current Lead Based Paint Abatement certifications from the Association for Materials Protection and Performance (AMPP) prior to contract execution.

The estimated contract cost range is $50 million to $70 million, with the actual estimate published at bid opening. The contract time is 1,215 calendar days with an allowable 180-day assembly period before regular construction begins. Pricing is unit-price basis with adjustment provisions for Performance Graded asphalt cements, gasoline, diesel fuel, and steel when costs fluctuate more than 5 percent from base prices. Build America/Buy America (BABA) provisions apply; iron, steel, and manufactured products must be produced in the United States unless waivers are obtained. Workers Compensation, Commercial General Liability, Owner's and Contractor's Protective, and Business Automobile Liability insurance are required. The project is federally funded and subject to prevailing wage requirements, on-the-job training provisions allowing up to 12 trainees, and Louisiana Pollution Discharge Elimination System (LPDES) permitting and Storm Water Pollution Prevention Plan compliance. The contractor must maintain traffic during the October 1 through January 31 sugar cane hauling season and comply with lane closure restrictions during holidays and weather events. Electronic bidding is mandatory; paper bids are not accepted. Online registration closes 24 hours before bid opening.
