About this opportunity
Louisiana Department of Transportation and Development is requesting sealed bids for milling, patching, overlay, and hot-mix asphalt surface course work on Route LA 26 across Allen and Jefferson Davis parishes, with bids due August 12, 2026 at 10:00 a.m. Electronic submission through www.bidx.com is required.
Contractors must hold a Louisiana highway, street, and bridge construction license under Louisiana Revised Statutes 37:2150-2165. The scope spans 14.543 miles of roadway from the intersection with US 165 to US 190 and includes asphalt concrete milling, pavement patching, asphalt concrete overlay, and hot-mix asphalt aggregate surface course installation with related work as shown in plans.
The estimated contract value is between $7.5 million and $10 million. Completion is required within 170 working days, with a 90-calendar-day assembly period allowed before regular construction operations commence. Payment adjustments apply for performance-graded asphalt cements, gasoline, diesel fuel, and steel materials when costs fluctuate more than five percent from established base price indices.
Bid bonds are required. Contractors must maintain comprehensive insurance including workers' compensation, commercial general liability with combined single limits tied to contract amount, owner's and contractor's protective liability, and business automobile liability. The contractor assumes responsibility for all permits, licenses, taxes, and environmental compliance under the Louisiana Pollution Discharge Elimination System general permit and stormwater pollution prevention plans. Work includes traffic maintenance with lane closure restrictions and railroad-highway coordination for Union Pacific Railroad clearances; railroad protective liability insurance is mandated.
A partnering conference is required prior to construction start, with participation voluntary but encouraged. Project Engineer Schultz Konrad and Project Manager Trent Hargrave are contacts. Online bidder registration is required prior to submission; a 24-hour registration freeze begins before bid opening.
