About this opportunity

The Massachusetts Port Authority is soliciting sealed bids for Contract No. L1465-C1 to install remote monitoring systems for 50 pumps and outfalls distributed across Logan International Airport in East Boston, Massachusetts. The project scope encompasses upgrading these facilities with remote monitoring capability to measure on/off status, high water level, flow, and other operational data to inform maintenance requirements and provide early warning for potential issues. The general contractor will be responsible for installation work including conduit and wiring installation adjacent to pumps, connections within MOA network rooms, and power connections, working in coordination with MPA's communications contractor (ALC) who will provide specific materials for installation. General bidders must be certified in the electrical category and must submit a current Certificate of Eligibility from the Division of Capital Asset Management and Maintenance along with an Update Statement. The project includes a base scope covering 36 priority locations and three additive alternates covering 14 additional locations (Tower Pump Station with 1 pump, Utility Tunnels Sump Pumps with 5 pumps, and Terminal E Utility Space Pumps with 8 pumps). Bid documents are available for download beginning February 4, 2026, with a mandatory pre-bid conference scheduled via Teams call on Wednesday, February 4, 2026, at 1:00 P.M. Electronic general bids must be submitted through Bid Express no later than 11:00 A.M. on Wednesday, February 25, 2026. Bidding materials must be broken down by priority sites as a base value with additive alternate pricing using the provided unit pricing bed tab workbook; failure to comply will result in disqualification.

There are no specific set-aside designations or restrictions limiting responses to particular entity types or disadvantaged enterprises noted in this procurement. A proposal guaranty consisting of a bid deposit equal to five percent of the bid value is required, submitted as a bid bond, cash, or certified check payable to the Massachusetts Port Authority. The successful bidder will be required to furnish performance and labor/materials payment bonds each equal to 100 percent of the contract price. Contractors must maintain combined single limit liability insurance of $10,000,000 for Bodily Injury, Auto Liability, and Property Damage, with the Massachusetts Port Authority named as an Additional Insured. Minimum wage requirements apply in accordance with Massachusetts General Laws Chapter 149, Sections 26-27G, as predetermined by the U.S. Secretary of Labor or Massachusetts Department of Labor Standards, whichever is greater. The estimated total contract cost including the base scope and all three additive alternates is $1,314,533.00. No filed sub-bids are required for this contract, and the MPA reserves the right to waive any informality in or reject any or all proposals.
