Each pump and outfall location will be connected to remote terminal units (RTUs) that link to the MPA MOA network, either through conduits to nearby network communications rooms or via cellular network for remote locations. The pumps and outfalls are distributed across the airport campus in both landside and airside areas, including utility areas, tunnels, parking garages, and offsite buildings. The winning general contractor will work with MPA's communications contractor (ALC), who will provide specific materials for installation by the general contractor, which will include installation work adjacent to pumps, in MOA network rooms, power connections, conduit and wiring. The bid submission deadline is 11:00 A.M. local time on Wednesday, February 25, 2026, through Bid Express. A pre-bid conference will be held via Teams call on Wednesday, February 4, 2026, at 1:00 P.M. Bid documents will be available beginning February 4, 2026. The estimated total contract cost including all three additive alternates is $1,314,533.00. General bidders must be certified in the electrical category and must submit a current Certificate of Eligibility from the Division of Capital Asset Management and Maintenance along with an Update Statement. A proposal guaranty consisting of a bid deposit equal to five percent of the bid value is required, submitted as a bid bond, cash, or certified check payable to the Massachusetts Port Authority. The successful bidder will be required to furnish performance and labor/materials payment bonds each equal to 100 percent of the contract price. Contractors must maintain combined single limit liability insurance of $10,000,000 for Bodily Injury, Auto Liability, and Property Damage, with the Authority included as an Additional Insured. Minimum wage requirements apply in accordance with Massachusetts General Laws Chapter 149, Sections 26-27G, as predetermined by the U.S. Secretary of Labor or Massachusetts Department of Labor Standards, whichever is greater. No filed sub-bids are required for this contract. Bidding materials must be broken down by priority sites as a base value with additive alternate pricing using the provided unit pricing bed tab workbook; failure to comply will result in disqualification.
