About this opportunity

The Texas General Land Office and Texas Veterans Land Board are requesting bids on Kwalu furniture replacement, delivery, installation, and disposal services for the Clyde W. Cosper Texas State Veterans Home in Bonham, Texas under IFB 9114-SJ, with bids due September 8, 2026 at 2:00 p.m. Central Time. This is a single-vendor, single purchase-order award with no pre-bid site visit available.

The scope comprises 41 institutional-grade Kwalu furniture pieces—including love seats, lounge chairs, sofas, motion chairs, media cabinets, bookcases, and end tables—all in Light Walnut finish with specified upholstery fabrics from Arc-Com, Concertex, Maxwell's Fabrics, and Zyon. Glides are specified as clear plastic butyl screw-in or nylon knock-in styles depending on piece type. Furniture will be distributed across lobby lounge, Activity Rooms, Activities areas, and Medical Supply Unit. Delivery must occur within ninety calendar days from order date during regular business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.). The awarded bidder must perform "white glove" installation including unpacking, assembly, placement, and off-site removal of packing materials, and assumes liability for facility damage and warranty issues.

Bidders must demonstrate a minimum of three years of experience providing similar services, or principals/owners must show five years of prior executive management experience in comparable businesses. Bid prices must be firm for 120 days from bid opening and submitted on a cost-per-unit basis with all costs included (delivery, freight, labor, materials, tools, supplies, equipment, insurance, and personnel). No brand substitutions are permitted without written approval, though the GLO reserves the right to modify fabric or finish selections and decrease quantities to meet budget constraints. Invoices must be submitted monthly within ninety days of delivery completion and must prominently display the purchase order number. Payment follows Texas Government Code Chapter 2251 and is contingent upon appropriated funds availability. The contract is subject to termination without penalty if appropriated funds become unavailable. Questions are due August 12, 2026 at 5:00 p.m. Central Time, with answers posted to ESBD by August 20, 2026. Notice of award is anticipated September 18, 2026.
