About this opportunity

The Texas Department of Criminal Justice is requesting sealed bids to establish a blanket purchase order for original equipment manufacturer replacement parts for Kubota tractors and implements, with bids due July 9, 2026. A Texas bidder preference applies under 34 TAC Rule 20.306 for goods produced or offered by Texas bidders owned by Texas residents or service-disabled veterans.

The scope covers OEM replacement parts for Kubota tractors and implements supplied on a blanket purchase order basis. All products must be new and unused. Electrical items must meet OSHA standards and bear appropriate listings from UL, FMRC, or NIST.

Respondents must obtain a Texas Identification Number and Federal Employer Identification Number prior to contract award and certify they are not on debarred or excluded parties lists. Pricing must be submitted on the TDCJ form specified in the solicitation, with unit prices governing in case of extension errors. Delivery shall be quoted F.O.B. destination with freight prepaid and allowed, and respondents must indicate the number of calendar days required for delivery under normal conditions (default obligation is 14 calendar days if delivery time is not stated).

TDCJ reserves the right to award based on low line-item response, low total of line-items, or any combination serving the best interests of the state, and may accept or reject all or any part of any response at its sole discretion. Pricing must remain firm for 30 days from the response due date. Respondents represent that pricing offered to TDCJ is at least as favorable as that granted to any previous client for similar products; if more favorable terms are subsequently offered to other clients, TDCJ has the right to receive those more favorable terms immediately. The contract is subject to termination without penalty based on the availability of state funds and legislative appropriations, and TDCJ may terminate for convenience on 30 calendar days' written notice.
