About this opportunity

The Board of Regents of the University System of Georgia, on behalf of Kennesaw State University, is soliciting statements of qualifications from professional consulting firms to provide master planning and standards-development services for Design, Construction Standards, and Technical Specifications Update (Project No. 555-27-058) across the Kennesaw and Marietta campuses, with statements of qualifications due October 15, 2026 at 10:00 AM. Georgia-based firms receive reciprocal preference in evaluation.

The scope encompasses evaluation, updating, and modernization of design and construction standards and technical specifications for approximately 137 buildings totaling 8.5 million gross square feet. Deliverables include document review, stakeholder engagement, benchmarking, gap analysis, standards development, CSI MasterFormat technical specification creation, governance framework development, and implementation of a web-based SharePoint platform. The consultant must demonstrate expertise in higher education standards development, facilities planning, and governance framework implementation.

The professional consultant base fee is expected to range between $250,000 and $325,000, with finalists required to submit detailed fee proposals including specialty consultant costs and reimbursable expenses such as printing and travel. Services are anticipated to commence prior to December 7, 2026, with completion targeted for June 7, 2027, representing a six-month engagement period with no renewal options. Place of performance is Kennesaw and Marietta, Georgia.

Evaluation proceeds in two steps. Step I assesses firm stability (25% weight), relevant project experience and qualifications (45% weight), and suitability to the project type (30% weight). Step II evaluates finalist firms on team qualifications and experience (50% weight) and proposed work plan and methodology (50% weight). Finalist firms will be notified by October 22, 2026, followed by a mandatory virtual pre-proposal meeting on October 23, 2026 at 1:00 PM, fee proposal submission on November 11, 2026, and formal interviews on November 12–13, 2026. The University reserves the right to reject any or all proposals and to negotiate final contract terms with the highest-ranked firm; if negotiations fail, the Owner may proceed to the second-ranked firm.
