About this opportunity

The City of Philadelphia is seeking quotes for KN95 masks under a micro purchase with a quote deadline of August 3, 2026 at 10:30 a.m. through the PHLContracts eProcurement platform. The contract will be awarded to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible for award.

The total quote amount must not exceed $40,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days from the effective date, with no obligation for the City to receive or pay for products for which a purchase order was not issued after the close of business on the last day of the contract term. All products must be delivered FOB Destination Point at quoted prices, and delivery should not commence until the City notifies the seller.

Quotes must be submitted electronically through PHLContracts and remain valid for 60 days from submission. Sellers must execute a Consent and Authorization Agreement prior to bid closing and submit it either by attaching it to their vendor profile during registration or including it with their first submitted quote. All pricing must be net and exclusive of taxes. The City is exempt from federal excise, transportation taxes, and Pennsylvania sales and use tax.

Required documentation includes executed Consent and Authorization forms, certificates of insurance, bid bonds where applicable, pricing sheets, MBE/WBE solicitation documentation (if applicable), and payment receipts for any required bid security and bid processing fees. General liability insurance with a limit of $500,000 per occurrence is required. Original bid bonds and certificates of insurance must be mailed or hand-delivered to the Philadelphia Procurement Department at 1401 JFK Boulevard, MSB Suite 170, Philadelphia, PA 19102. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and award by line item at its discretion. An optional LGBTQ Applicant Data Form is available for voluntary completion to support the City's diversity and inclusion efforts.
