About this opportunity

Escambia County Waste Services Department is requesting quotes for installation of three two-inch monitoring wells at the Klondike Landfill under ITQ, with responses due September 16, 2026 at 3:00 p.m. — a deadline that has passed. The awardee must hold a current Florida FDEP water well contractor license, the binding qualification filter.

The scope is installation of three monitoring wells at specified depths (50, 25, and 70 feet below ground surface) at the closed landfill facility located at 7219 Mobile Highway, Pensacola, Escambia County, Florida (FDEP Facility ID No. 1690, FDEP Permit No. 0078440-007-SO). Work includes premobilization permitting through the Northwest Florida Water Management District and 811/One-Call utility location notification; continuous sonic borings with six-inch diameters and continuous sampling; well installation with specified sand filter pack, bentonite seal, and neat cement grout via tremie pipe; and completion with four-inch lockable aluminum cover stick-up covers, three-foot by three-foot concrete pads six inches thick with etched well labels, well development, and onsite quality control by Geosyntec Consultants. All prices must include delivery within Escambia County.

Pricing is submitted as unit costs for three line items: Mobilization/Demobilization, Permitting and Environmental Fees, and Monitoring Well Installation (including all materials, labor, equipment, well development, and purging). Firm pricing must remain valid for 180 days following submission.

Required insurance includes workers' compensation with statutory limits and $1 million employer liability per accident, general liability with $1 million per occurrence and $2 million annual aggregate, business auto liability of $1 million per accident, and pollution liability with $5 million per occurrence and aggregate. Vendors must submit proof of Sunbiz registration, current W-9, proof of valid contractor licensure, and proof of insurance. Questions were due September 9, 2026. Escambia County reserves the right to purchase additional quantities at quoted prices for up to 180 days following offer submission.
