The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on kitchen supplies and equipment for the Richmond State Supported Living Center under IFB HHS0017726, with bids due August 14, 2026 at 10:30 a.m. Central Time. The questions-or-clarifications deadline was August 5, 2026, with responses posted by August 6, 2026.
The scope comprises 14 line items across NIGP classes 240-63 and 165-07, including food service equipment (KitchenAid stand mixer, commercial food thermometers, stainless steel cookware, bar towels, utensil dispensers, and kitchen accessories). Bidders may propose equal products with complete descriptions and may increase or decrease quantities during the contract term. Both HHSC and the Department of State Health Services are entitled to use any resulting contract.
All pricing must be submitted on the required Exhibit C Pricing Sheet as firm, fixed prices quoted in U.S. dollars, F.O.B. Destination with freight prepaid and included in the unit price. Contractors may request price adjustments based on Consumer Price Index calculations or federal minimum wage increases, subject to HHSC approval. Historical spending for similar goods or services was between $25,000 and $50,000 for fiscal year 2025, though this represents only a guideline and does not guarantee volume or compensation.
The initial contract term runs from September 1, 2026 through August 31, 2027, with an extension option allowing HHSC to extend for up to one additional year at its sole discretion. Delivery location is 2100 Preston Street, Richmond, Texas 77469, with deliveries required between 8:00 a.m. to 11:30 a.m. and 1:00 p.m. to 4:00 p.m. on specified dates. Anticipated contract start is September 1, 2026. Reworked products, seconds, or previously refused items are prohibited. The vendor assumes responsibility for all delivery costs, late-delivery penalties, and compliance verification expenses. Bid responses must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) and acknowledgment of any addenda. No HUB subcontracting plan is required, though bidders with subcontracting opportunities are encouraged to submit one. Optional electronic submission is available through the HHS Online Bid Room.
