Semi-annual preventive inspections are required. Pricing must be firm fixed, submitted as regular and overtime hourly rates plus a material markup not exceeding 10% of original invoices; all costs including labor, transportation, fuel, travel, and lodging must be included in the bid. The City implements a "No Purchase Order, No Payment Policy" and reimburses only time spent on-site as verified by service tickets signed by authorized school representatives.
Contractors must comply with the City's Living Wage Ordinance, Equal Employment Opportunity requirements, and Ban The Box Agreement. Required qualifications include NFPA standards technician certifications and comprehensive insurance with minimum limits of $1 million general liability and $1 million auto liability. The contract runs July 1, 2026 through June 30, 2027, with two optional one-year renewal periods. A non-mandatory pre-proposal meeting is scheduled June 2, 2026 at 9:00 a.m. via Microsoft Teams; questions are due June 9, 2026 at 5:00 p.m. Evaluation criteria: cost/value (25%), years in business (20%), qualifications and certifications (20%), response time and emergency service capability (20%), and business information (10%).
