About this opportunity

Palm Beach County is requesting sealed bids on the Kirk Road Over LWDD L-11 Canal Culvert Replacement project (Project No. 2023502) under IFB format, with bids due August 25, 2026 at 2:00 p.m. A non-mandatory pre-bid meeting was held August 6, 2026; individual site inspections are permitted.

The scope encompasses furnishing all materials, labor, equipment, and supplies for culvert replacement and roadway improvements on approximately 0.099 miles (525 linear feet) of Kirk Road. Work includes installation of a new 6-foot by 10-foot precast concrete box culvert spanning 137 linear feet; full-depth pavement replacement, milling, and resurfacing; sidewalk reconstruction; clearing and grubbing; regular and canal excavation; asphalt concrete pavement (friction and structural courses); concrete work; storm sewer piping; drainage structures; guardrail installation; and sodding. Signing and pavement marking per FDOT and Palm Beach County standards are required on 157 linear feet of Kirk Road. The project also includes water main relocation coordinated with the Village of Palm Springs. All work must follow FDOT Standard Specifications for Road and Bridge Construction FY 2024-25 and Palm Beach County standards. Lake Worth Drainage District permit conditions require maintenance of design flow of 230 cubic feet per second via bypass pumping throughout construction. A preconstruction conference and full-time engineer inspection are mandatory.

The project establishes a 10% Small Business Enterprise (SBE) subcontracting participation goal with optional SBE price preference if a certified SBE bid falls within 10% of the lowest non-SBE bid. Bidders unable to meet SBE goals must submit good-faith-effort waiver requests by the bid due date. Contractors must submit a completed Qualifications and Experience Package demonstrating two similar projects completed within the last five years, resumes of superintendent-level or above personnel, and documentation of owned or available equipment. All contractors must register in the Vendor Self Service system and comply with E-Verify requirements prior to award. Contract documents are available online through the Palm Beach County Vendor Self Service portal or in hard copy for a $50 non-refundable fee. The county offers apprentice incentive reimbursement at 20% of wages up to $100,000 and Glades resident incentive reimbursement at 30% of new employee wages up to $100,000. Bond requirements may be waived for contracts under $200,000 under the Bond Waiver Program. Addendum 1 was issued August 21, 2026 and supersedes conflicting information in original documents.
