About this opportunity
The City of Kingman is issuing Invitation for Bids (IFB) #2025-IFB-027 to procure one mobile surveillance trailer equipped with multiple cameras capable of transmitting and recording video from mass gathering events and high crime areas. The procuring agency is the Kingman Police Department, located in Kingman, Arizona, within Maricopa County. The mobile surveillance unit must be capable of real-time video transmission to the emergency operations center to support targeted threat response and situational awareness. Required specifications include a surveillance trailer camera system with PTZ (pan-tilt-zoom) and multi-sensor 360-degree cameras, day/night auto-tracking capabilities, motion detection functionality, NDAA compliance, Wi-Fi and LTE connectivity, and integration with the Genetec VMS (video management system) platform. The procurement includes deliverables of the surveillance trailer unit itself, camera system, system setup, training, warranty coverage, shipping, and applicable sales taxes. Evaluation criteria prioritize overall cost (including shipping and taxes) and the ability to meet delivery schedules, with the City intending to receive all items by November 20, 2025. Questions must be submitted through the OpenGov procurement portal no later than 6:00 pm Arizona time on Tuesday, September 2, 2025, and sealed bids are due by 3:00 pm Arizona time on Monday, September 15, 2025. All bids must be submitted electronically through the City of Kingman's OpenGov procurement portal at https://procurement.opengov.com/portal/cityofkingman, and interested vendors must register for a free account to access solicitation documents.
This procurement is federally funded, which mandates compliance with federal regulations including whistleblower protections, energy efficiency policies, and federal procurement guidelines. The City reserves the right to award the contract to the lowest responsible, responsive bidder, with a stated preference for Arizona-based manufacturers or producers in cases of identical bids. Bidders must provide proof of commercial general liability, commercial automobile liability, workers' compensation, and professional liability insurance coverage; maintain current licenses; and submit evidence of federal compliance, including proof of not being debarred by the federal government. The solicitation documents do not explicitly designate set-asides for disadvantaged enterprises, small businesses, or minority-owned vendors, though preference is noted for Arizona-based entities. No incumbent vendors or current contractors are identified in the available documentation. The specific award value or budget range for this procurement is not disclosed in the provided solicitation materials; however, vendors are expected to provide comprehensive pricing proposals that include all equipment, installation, training, shipping, and applicable taxes as part of their bid responses.
