About this opportunity

The City of Kingman, located in Mohave County, Arizona, is issuing Invitation for Bids (IFB) #2025-IFB-024 for the procurement of portable digital x-ray scanning and imaging equipment for the Kingman Police Department's Explosive Ordnance Disposal (EOD) operations. The solicitation seeks two distinct systems: a high-performance portable digital x-ray reader system that includes high sensitivity flexible film plates, a rugged battery-powered image plate reader, a laptop with applicable accessories, a hard carry case, and supporting software; and a small digital x-ray panel and immediate reader system kit that includes an x-ray source, ruggedized tablet, digital x-ray panel, and system carry case. Bidders must be qualified vendors capable of definitively sourcing and delivering all items by September 30, 2025, and must comply with federal regulations applicable to federally funded procurement, including debarment certifications, drug-free workplace requirements, and various federal statutes. The City will award the contract to the lowest responsible, responsive bidder based on total cost evaluation (including shipping and taxes) and demonstrated ability to meet the specified delivery deadline. Questions must be submitted through the OpenGov procurement portal by 12:00 a.m. Arizona time on Thursday, August 7, 2025, with sealed bids due by 3:00 p.m. Arizona time on Monday, August 18, 2025, submitted exclusively through the OpenGov procurement portal at https://procurement.opengov.com/portal/cityofkingman. All bidders must register for a free OpenGov account and provide documentation including a W-9 form, business license, conflict of interest certification, and a complete vendor questionnaire.

The solicitation documents do not identify any specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. However, bidders must satisfy significant federal compliance requirements, including proof of non-debarment status from the federal government and compliance with energy efficiency and drug-free workplace provisions. Insurance requirements mandate that successful bidders maintain commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, with additional provisions for automobile liability and workers' compensation insurance. The procurement is federally funded, though no specific award value or budget range is disclosed in the available solicitation documents. The City reserves the right to reject any bid that does not comply with prescribed solicitation procedures and may cancel the solicitation if deemed in the City's best interest. Bidders are instructed that only mailed, hand-delivered, faxed, or emailed bids will not be accepted; all submissions must be completed through the OpenGov portal to be considered.
