About this opportunity
The City of Kingman is soliciting sealed bids through Invitation for Bid (IFB) #2025-IFB-030 for the procurement and installation of eight new apparatus bay doors across three fire stations located in Mohave County, Arizona. The project encompasses the removal of existing doors and hardware, installation of new doors meeting specified manufacturer standards, and reuse of existing door operators at Fire Stations #21, #23, and #24. Specifically, Station #21 (301 N. 5th Street) requires two 12-foot by 12-foot doors; Station #23 (4000 N. Sierra Road) requires four 14-foot by 14-foot doors; and Station #24 (302 Eastern Street) requires two 12-foot by 12-foot doors. Bidders must supply Amarr Model 2522 or Clopay Model 520S doors exclusively with no substitutions permitted, featuring 2-inch ribbed steel construction with hot-dipped galvanized coating, pre-painted exterior finish in Sherman Williams 7040 Smoke House color, torsion spring counterbalance systems, and galvanized steel hardware meeting specified minimum gauges. Bids will be evaluated based on overall cost including shipping, taxes, and a 10 percent owner's contingency for each location, as well as the contractor's ability to meet delivery dates with all materials and quantities required no later than June 30, 2026. A mandatory pre-bid meeting and site walkthrough occurred on December 8, 2025, at 1:00 PM Arizona time; bidder questions must be submitted through the OpenGov procurement portal by 12:00 PM Arizona time on December 22, 2025; and sealed bids are due by 12:00 PM Arizona time on January 12, 2026, submitted exclusively through the online portal with no alternative submission methods accepted. The contract must be completed by June 1, 2026, with work performed at each fire station sequentially while coordinating with facility operations and potentially requiring night and weekend work to minimize operational disruption.
The City applies a resident bidder preference under its Procurement Code (2-349) whereby the applicable Transaction Privilege Tax (TPT) of 8.1% may be excluded when evaluating bids between City of Kingman bidders and Arizona-based non-City bidders, though all bidders must include TPT in their pricing proposals as the City is not exempt from sales tax. No specific set-asides for disadvantaged enterprises or minority-owned businesses are identified in the procurement documents. Bidders must submit a bid guarantee equal to 10 percent of the bid amount in the form of a bid bond, certified check, or cashier's check, and the successful contractor must furnish payment and performance bonds equal to 100 percent of the contract price within ten calendar days of award. Required qualifications include maintaining current Federal, State, and local licenses and permits; obtaining a City Business License for $100 if maintaining a physical business location within Kingman city limits; complying with prevailing wage standards and workers' compensation requirements; and maintaining comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence/$2,000,000 general aggregate, Commercial Automobile Liability of $1,000,000, and statutory Workers' Compensation. No incumbent vendors or existing contractors are identified in the procurement documents, and bid pricing must remain firm for a minimum of 90 days from the bid opening date. The specific contract value or budget range is not disclosed in the available documentation, and the award will be made to the lowest responsive, responsible bidder based on the combined bid price for all three locations.
