About this opportunity
The State of Texas is requesting proposals for North Tower Room Renovations under RFP KIN CP2001827 27CSP001, with proposals due November 13, 2026. The project is subject to the VetHUB subcontracting plan requirement — prime contractors and self-performing vendors must submit a completed subcontracting plan as a material responsiveness requirement, identify at least two state-certified Veteran Heroes United in Business (VetHUB) firms for each subcontracting opportunity with a minimum seven working days for response, and include all subcontractors in the plan. Service-disabled veteran-owned businesses must meet SBA size standards and demonstrate at least 51 percent ownership and management by a veteran with a minimum 20 percent service disability rating.
The scope encompasses comprehensive interior room renovations in the North Tower facility, including construction, materials, labor, and project management services. Contractors must comply with applicable building codes, safety regulations, and accessibility standards as detailed in the Section 8 scope of work and architectural/engineering drawings (27CSP001). Detailed technical specifications, materials requirements, and workmanship standards are specified in the procurement documents and supporting drawings; bidders must review all documentation to develop accurate cost estimates.
Bidders must demonstrate financial capability, maintain required insurance and bonding, comply with prevailing wage standards if applicable, and provide references. The procurement may include set-aside provisions for small businesses, minority-owned businesses, or women-owned businesses under Texas procurement preferences. Pricing shall be submitted on a firm fixed-price or cost-plus basis as specified in RFP instructions. Once awarded, the VetHUB subcontracting plan becomes a contract requirement; modifications require prior written approval from The University of Texas at Austin's Vendor Management Office. Prime contractors must submit a Progress Assessment Report with each payment application documenting all first, second, and third-tier subcontractor payments. Assistance is available from the VetHUB coordinator at utvethub-hsp@austin.utexas.edu.
