About this opportunity

The Redevelopment Authority of the City of Green Bay, Wisconsin is soliciting sealed proposals for comprehensive lighting upgrades at the KI Convention Center located at 333 Main Street. The project involves disconnecting and removing existing fluorescent and HID light fixtures, installing new LED fixtures and retrofit kits, revising architectural ceilings, removing and reinstalling artwork in the East Rotunda, removing an existing canopy, and upgrading the existing Lutron Dimming System for ballrooms. The work spans both first and second floors, covering ballrooms, exhibition halls, meeting rooms, and support spaces, with specific requirements for multiple fixture types (designated A through Y) featuring precise LED lamp specifications, color temperatures, power requirements, and dimming capabilities. A pre-bid meeting was held on September 15, 2021, at 2:00 p.m. at the convention center, with sealed proposals due by 2:00 p.m. on September 28, 2021. Three alternate bids are included: Alternate Bid #1 for retrofitting Type M fixtures, Alternate Bid #2 for West Rotunda work, and Alternate Bid #3 for Lutron dimming system extensions and ballroom lighting controls. Bidders must submit a bid bond or certified check equal to five to ten percent of the total bid amount and provide proof of responsibility to the Director of Public Works at least five days prior to bid opening.

The contract requires bidders to meet comprehensive insurance requirements, including $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, statutory Workers' Compensation limits, and a $2,000,000 Umbrella Liability policy. Successful bidders must execute a Performance and Payment Bond for 100 percent of the contract price within ten days of award. The project is subject to prevailing wage requirements under Wisconsin statutes and includes provisions for PCB ballast handling and lamp disposal. All work must be completed by April 30, 2022, in accordance with Wisconsin Statutes Sections 62.15, 779.15, and 66.0901(2). While no specific set-aside designations for disadvantaged enterprises are mentioned, bidders must certify that all statements are made in good faith with no collusion or anti-competitive conduct. The bidding documents require full disclosure of business structure, state of incorporation, and Federal Tax Identification Number. Though a specific budget range is not explicitly stated, the comprehensive nature of the lighting upgrades suggests a significant investment in modernizing the convention center's infrastructure.
