About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting bids on behalf of the Kentucky Horse Park for night muck removal, loading, and hauling under RFB 758 2700000185-1, with written questions due October 30, 2026 and bids closing November 10, 2026 at 1:30 p.m. ET. Kentucky resident bidders receive a reciprocal preference under KRS 45A.490-494. Kentucky Correctional Industries receives a 20-percent preference, and qualified bidders (Kentucky Industries for the Blind, nonprofit corporations furthering KRS Chapter 163 purposes, and qualified nonprofit agencies for individuals with severe disabilities) receive a 15-percent preference.
The master agreement contains two commodity lines. Commodity Line 1 is mandatory and covers removing muck from barn complexes and transporting it to the Horse Park's designated disposal area at a per-night price, with approximately 80 nights of service annually, heaviest May through August. Commodity Line 2 is optional and covers off-site hauling at a per-ton price, with an estimated 8,500 tons annually. Estimated quantities are for bidding purposes only and do not guarantee minimum service levels or expenditures. All work occurs between 6:00 p.m. and 6:00 a.m. The contractor supplies equipment and labor, coordinates with Horse Park staff, and must field operators experienced in low-light conditions and in working safely around horses. Payment is based on certified weigh tickets showing gross, tare, and net weight for each load, and the contractor bears loading, transportation, weighing, and disposal costs.
The initial term is 12 months with four optional 12-month renewals. Pricing excludes federal excise tax and Kentucky sales or use tax and remains firm for the initial 12 months. Price increases may be requested after 12 months with industry-wide justification and 30 days' written notice. Award uses best value scoring, allocating 90 points to price and 10 points to experience, with a minimum five-year experience requirement to earn experience points.
Bids must be submitted electronically through the Commonwealth eProcurement system, and vendors must register in the Vendor Self Service portal at least 24 to 48 hours before submission. Before award, bidders must submit FEIN, authorized signatures, Revenue Form 10A100, a Certificate of Authority if applicable, and a notarized Attachment B annual affidavit attesting to campaign finance compliance. Commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate is required, plus $1,000,000 per occurrence automobile liability if vehicles are used. Certificates must name the Finance and Administration Cabinet as additional insured on a primary, non-contributory basis. Inquiries go to Angie Johnson at 502-564-6194.
