About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of Kentucky Horse Park, is soliciting bids for night muck removal, loading, and hauling services under RFB 758 2700000112, with bids due September 24, 2026 at 1:30 p.m. ET and written questions due September 14, 2026 at 10:00 a.m. ET. Reciprocal preferences apply to Kentucky resident bidders (meeting residency, tax filing, and workers' compensation requirements) and qualified bidders, including Kentucky Correctional Industries (20% preference) and qualified nonprofits serving individuals with severe disabilities (15% preference).

The scope covers removal of stall bedding shavings and horse manure from barn complexes at Kentucky Horse Park, 4089 Ironworks Parkway, Lexington, Kentucky, and transportation to a central disposal area behind Alltech Arena. All work must occur between 6:00 p.m. and 6:00 a.m. Bidders may respond to one or both line items (night muck removal and loading, and hauling muck off KHP premises). Contractors must provide all equipment, labor, transportation, and resources; coordinate daily scheduling with KHP staff; and submit certified weigh tickets documenting gross weight, tare weight, and net weight with monthly invoices. Pricing is per-ton; payment is calculated from certified weigh tickets.

Bidders must demonstrate a minimum of five years of experience. Evaluation uses best value scoring: 90 points for price (lowest bidder receives maximum) and 10 points for experience (evaluated up to 50 years maximum). The initial contract term is one year from award, with optional renewals for four additional two-year periods subject to written approval and potential renegotiation. Price increases are prohibited during the first 12 months; thereafter, increases require written justification based on industry-wide changes. Contractors must submit proof of Commercial General Liability Insurance ($1,000,000 per occurrence, $2,000,000 aggregate) and Automobile Liability Insurance ($1,000,000 combined single limit) prior to award. Electronic bid submission through the Kentucky eProcurement system is mandatory, with vendor registration required 24–48 hours before submission. Contact Keith Srutowski at 502-564-7007 for additional information.
