About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting bids on behalf of the Kentucky Horse Park under RFB 758 2700000203 for mowing, trimming, edging, and blowing services at the park's 1,200-acre Lexington facility. The optional vendor site visit is November 10, 2026 at 1:30 p.m. ET, questions are due November 12, and bids close November 23, 2026 at 1:30 p.m. ET. Vendors may bid on individual commodity lines or combinations, but may not bid on both Commodity Line 1 and Commodity Line 2 simultaneously. No set-asides apply. Resident bidders receive a reciprocal preference under KRS 45A.494, and qualified bidders under KAR 200 5:410 may receive preference equal to 15 percent of maximum points.
Scope covers three commodity lines: Competition/Event Space (Line 1), Campground (Line 2), and Center of Park (Line 3), at 4089 Ironworks Parkway, Lexington, Kentucky. Competition/Event Space is generally serviced on Mondays or after 6:00 p.m. on other days, scheduled around events. Campground and Center of Park are generally serviced weekly during the mowing season, approximately March 15 through October 31 annually, with frequency adjustable for events, occupancy, weather, and operational needs. The bid sheet requires monthly line-item prices for mowing, trimming/weed eating, edging, and blowing/cleanup in each line, plus a total monthly price per line, inclusive of labor, equipment, fuel, and transportation.
The Master Agreement runs an initial one-year period with four optional one-year renewals, contingent upon approval of all parties. Pricing is firm for the initial period. Later adjustments are permitted only for documented industry-wide changes, with 30 days' written notice and justification.
Award is best value. Price carries 100 points, with the lowest bid receiving maximum points and others scored proportionally. Experience is pass/fail at a minimum of five years, and bidders list relevant experience on the bid sheet.
Requirements include Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability of $1,000,000 per occurrence if vehicles are used, with certificates of insurance due before award. Bidders must hold Kentucky tax registration, comply with state employment, wage, tax, and workers' compensation statutes, and submit a notarized annual affidavit under KRS 45A.110 and 45A.115 before award. Bids are submitted electronically through Kentucky eProcurement, and an unsigned bid document is invalid. Questions go to Angie Johnson at 502-564-6194.
