About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting quotes for lead paint remediation and stabilization work on the Keuka Lake Maintenance Barn exterior, with responses due August 19, 2026 at 3:00 p.m. and a mandatory site visit on August 6, 2026 at 1:00 p.m. No MWBE, DBE, or set-aside goals apply; however, certified New York State MBE or WBE vendors submitting bids within 10 percent of the lowest bid may be deemed the apparent low bidder under Public Building Law Section 8(6).

The scope encompasses remediation, stabilization, and encapsulation of lead paint on the exterior walls of the 90-by-30-foot barn structure, including 11 windows, soffits, 5 wooden barn doors, brown trim pieces, and exposed purlins. The barn has a 16-foot-tall wooden front, back, and sides, and a 42-foot-long wooden side section. Work excludes the roof, block windows, metal garage doors, man doors on the first story, gutters, wooden ramp, and the brown one-story 50-by-30-foot addition. The barn is located at 3560 Pepper Road, Keuka Park, New York (Yates County). All contractors must comply with OSHA standards, EPA requirements, and New York State Department of Environmental Conservation regulations governing lead handling. Minimum qualifications include current valid lead awareness certification and respirator fit testing documentation for all workers.

The contract term runs October 1 through November 30, 2026, as a one-time service engagement. Bidders must submit lump sum pricing for four line items: paint remediation, encapsulation, removal by weight, and labor hours, with pricing valid for 90 days. Award will be made to the lowest-priced responsive and responsible bidder. The project is subject to prevailing wage requirements under New York Labor Law Article 8, with contractors required to register with the Bureau of Public Work and Prevailing Wage Enforcement prior to bidding. Commercial General Liability insurance with limits of at least $1 million per occurrence and $2 million general aggregate is mandatory, along with workers' compensation and disability benefits insurance.
