About this file

This is a lead-based paint inspection report conducted by Applied BiomassFerm Technologies for the New York Office of Parks, Recreation & Historic Preservation at the Keuka State Park maintenance facility in Keuka Park, New York. The survey was performed on July 30, 2014, to assess the presence of lead-based paint on two maintenance buildings at the facility. Paint chip samples were collected from the exterior surfaces of the maintenance barn and submitted to EMSL Analytical, Inc., a certified laboratory in New York, for analysis using flame atomic absorption spectroscopy (SW846-3050B/7000B method). The inspection identified lead-based paint on the exterior east and west walls of the maintenance barn, with results reported in percent by weight according to federal standards established by the Residential Lead-Based Paint Hazard Reduction Act of 1992, which defines lead-based paint as paint containing 1.0 mg/cm² or more of lead or 0.5 percent or more lead by weight.

The related state and local contract opportunity for Keuka Lake Maintenance Barn Paint Stabilization/Remediation requires the remediation, stabilization, and encapsulation of the exterior walls identified as containing lead-based paint, with the work to be followed by painting by the Office of Parks, Recreation & Historic Preservation. All work must comply with regulations for the safe handling of lead materials. No minority or women business enterprise contracting goals, disadvantaged business enterprise goals, or set-asides have been established for this project, and no identical or substantially similar procurement contracts have been awarded to other businesses within the past five years.

SUMMARY

On July 30th, 2014 Applied BiomassFerm Technologies conducted a survey for the presence of lead-based paint at two maintenance buildings in Keuka State Park, Keuka Park, NY. Rehabilitation activities have the potential to disturb and distribute lead containing materials.

In 1992 Congress passed the Residential Lead –based Paint Hazard Reduction Act of the Community Development and Housing Act, which defined lead based paint as “paint, varnish, shellac, or other coating on surfaces that contain 1.0 mg/cm2 or more of lead or

0.5 percent or more lead by weight.” In addition, the guidelines defined “lead based paint inspection as a surface-by- surface investigation to determine the presence of lead –based paint.” Paint chip samples were taken and submitted to a certified laboratory. A report was generated to determine if there is lead-based paint and its location.

Sampling Method:

Laboratory analysis was performed using method SW846-3050B/7000B for flame atomic absorption; results were reported in percent by weight.

Description of Findings:

Lead was detected on the exterior, east and west, of the Maintenance Barn.
