About this opportunity
The Kentucky Department of Education, Office of Education Technology, is soliciting proposals to establish up to five Master Agreements for KETS Network Products and Services under RFP 758 2700000070, with proposals due September 28, 2026 at 3:30 p.m. ET. Only original equipment manufacturers (OEMs) may bid directly; each OEM may submit one proposal and propose up to three agents or resellers post-award.
The scope covers network infrastructure products and services for the Kentucky Department of Education, 175 public school districts, the Kentucky School for the Blind, and the Kentucky School for the Deaf. Deliverables include switches, routers, wireless access points, firewalls, SD-WAN equipment, software licenses, installation, training, and maintenance support for both E-Rate eligible and non-E-Rate eligible components. Vendors must comply with all E-Rate program requirements, maintain current MSRP price lists distinguishing E-Rate eligible from ineligible components, and provide quarterly sales and warranty data. All pricing must be submitted exclusively in the Cost Proposal; proposals including any pricing reference in the Technical Proposal will be deemed non-responsive. The Commonwealth is tax exempt; proposals should not include Federal Excise Tax, Kentucky Sales Tax, or Use Tax.
The initial contract term is effective upon award through September 30, 2029, with four additional two-year renewal options available upon mutual agreement. Vendors must provide one year of Primary Service Coverage Timeframe maintenance and warranty with initial hardware purchases, with optional Extended Service Coverage Timeframe available up to 24/7 coverage.
Evaluation will score technical proposals up to 1,000 points, cost proposals up to 1,625 points, and oral demonstrations up to 1,000 points if required, for a maximum of 3,625 total points. Proposals scoring less than 50 percent of maximum technical points will not be considered for award. The vendors' conference was held September 3, 2026 via MS Teams. Written questions were due September 2, 2026, with responses issued September 4, 2026. Contact Dianne Lee at 502-782-0799 for inquiries.
