About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Police, is soliciting bids for laundry rental services to be provided across nine KSP facilities located throughout the state: Academy (Frankfort), Headquarters (Frankfort), Central Lab (Frankfort), Breath Alcohol Lab (Frankfort), Northern Lab (Cold Springs), Eastern Lab (Ashland), Southeastern Lab (London), Western Lab (Madisonville), and Jefferson Lab (Louisville). The procurement encompasses linen and laundry services including blankets, sheets, pillowcases, bath towels, washcloths, microfiber towels and mops, mats, wipe towels, laundry bags, lab coats, dust mop heads, scraper mats, and wet mops, with service delivery and pickup occurring between 8:00 a.m. and 4:30 p.m., Monday through Friday. Vendors may bid on any combination of locations—individual locations, multiple locations, or all nine facilities—with flexible service frequencies including weekly, bi-weekly, or monthly options depending on item type and location requirements. The contract will be awarded by line item and location, with an initial term of one year beginning July 1, 2024, followed by four optional one-year renewal periods subject to written approval and potential renegotiation of terms. Bidders must have a minimum of five years of documented experience with similar laundry rental contracts and must submit all pricing on the provided Bid Price Sheet (Attachment C) while entering only $0.01 in the electronic bid submission system. All linens must be laundered in accordance with American Institute of Laundry standards and meet Joint Commission, OSHA, and applicable state and federal requirements. The bid due date was extended from May 20, 2024, to May 21, 2024, at 1:30 p.m. ET, with vendor questions having been due by May 13, 2024, at 10:00 a.m. ET. Award will be based on best value evaluation with price weighted at 100 points and five years of experience evaluated on a pass/fail basis.
Kentucky resident bidders receive reciprocal preference against nonresident bidders from states that provide similar preferences, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities receive additional preference equal to 15 to 20 percent of maximum points awarded. All bidders must submit completed affidavits confirming compliance with Kentucky campaign finance laws, resident bidder status (if applicable), and qualified bidder status (if applicable), along with documentation of relevant experience. The awarded vendor must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate with the Commonwealth listed as additional insured, as well as Automobile Liability Insurance of $1,000,000 combined single limit for vehicles used in contract performance. No price increases are permitted during the first twelve months of the contract; subsequent increases may be requested with written justification based on industry-wide price changes. Payment will be made within thirty working days of invoice receipt, and the Commonwealth will not include federal excise tax or Kentucky sales and use tax in quoted prices. The solicitation documents do not identify any incumbent vendors or provide specific budget ranges, requiring interested vendors to develop pricing based on the quantities and service requirements detailed in the Bid Price Sheet and project specifications.
