About this opportunity
Kenosha County is seeking a turnkey provider for a public bike sharing system through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement is being managed by the Kenosha County Purchasing Division in collaboration with the Kenosha Area Chamber of Commerce, Visit Kenosha, and Visit Pleasant Prairie. The system will deploy 27 pedal bikes and 27 pedal-assist bikes across nine stations located in the City of Kenosha, Village of Pleasant Prairie, Village of Somers, Kenosha County Parks, UW Parkside, Carthage College, and Gateway Technical College. Proposers must demonstrate completion of three similar projects and submit comprehensive proposals including startup costs, program management, software, rider support, equipment, and maintenance expenses. The evaluation criteria include Company Profile (25 points), Business Plan (50 points), and Cost Proposal (25 points), with sealed proposals originally due on November 16, 2023, but extended to November 30, 2023, at 3:00 PM. The contract term extends from award through December 31, 2026, with potential extensions by mutual agreement. This is a negotiated procurement where the award will be made to the most responsive proposal, not necessarily the lowest-cost bidder.
The procurement does not specify specific set-aside designations or restrictions on responding organizations. Three vendors submitted proposals: ANIV Inc, Bike Chicago Inc dba Bike & Roll, and Tandem Mobility LLC, with total three-year costs ranging from $574,200 to $907,000. Tandem Mobility LLC ultimately scored the highest at 98.33 points, presenting the most competitive proposal. The county requires comprehensive insurance coverage, including $1,000,000 commercial general liability and $1,000,000 automobile liability, with Kenosha County named as an additional insured. The system is designed to be equipment-rental based, with the county explicitly stating they do not wish to own equipment at this time, though purchase options may be negotiated with the highest-scoring proposer. Funding for the project will come from donations and sponsorships managed by Kenosha County and its partners. The bike share program aims to provide convenient, healthy, and cost-effective transportation for residents, employees, and visitors, with monthly memberships and daily/per-trip user options available.
Opportunity text
Kenosha County envisions a public bike sharing system (mix of pedal and pedal assist bikes) that will provide convenient, healthy and cost-effective transportation for residents, employees and visitors. Kenosha County is seeking to deploy public bike sharing stations in the City of Kenosha, the Village of Pleasant Prairie, the Village of Somers, Kenosha County Parks, UW Parkside, Carthage College and Gateway Technical College.
Monthly members and daily/per trip users will be able to utilize a fleet of shared bicycles for short utilitarian (i.e., commuting, errands, appointments), social, recreational, tourism and fitness trips. Users will be able to pick up and return bicycles from any self-service station after purchasing daily, monthly or per use access to the shared bicycle fleet.
Kenosha County is seeking to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure bike share station equipment, technology and installation. This is a negotiated procurement, so the award of a contract does not have to be made to the Proposer submitting the lowest cost proposal, but rather to the Proposer submitting the best, most responsive proposal satisfying Kenosha County's requirements.
