About this file
This is an addendum to RFP #2325 issued by Kenosha County for a bike share program. The County is seeking a turnkey solution for a bike share system that includes both electric bikes and pedal bikes, physical bike racks/stations, and all necessary equipment. The system is expected to launch in April or May 2024 and will not operate during winter months. The County requires that bikes be lockable both at the station and when removed from the station, and is open to various locking mechanisms, drive systems, and equipment configurations. The original RFP due date has been extended to 3:00 PM on November 30, 2023, to allow proposers additional time to prepare responses. The County is seeking a comprehensive, all-inclusive service and will not manage daily operations separately from the vendor.
The cost proposal must be structured as equipment rental rather than purchase, with the County explicitly stating it is not interested in owning equipment at this time, though purchase options may be negotiated with the highest-scoring proposer. The County has no predetermined budget and will raise funds based on submitted costs. Proposers may submit alternative mixes of e-bikes and pedal bikes and should provide costs for their proposed configuration; the County is open to negotiating different equipment mixes with the selected vendor. Scooters are not desired for the program. The County is also open to discussing virtual stations (painted floors and signs) as an alternative to physical racks, though physical stations must be included in proposal costs.

Yes.
Revisions:
Note: The due date for the RFP has been extended to allow proposers additional time to complete their responses.
Revised Due Date and Time: 3:00 PM on 11/30/2023
Clarifications:
The County is looking for a turn key solution which includes the awarded contractor providing all of the equipment. Please complete the Cost Proposal as a rental of the equipment requested, not a purchase. Purchase options can be negotiated at a later date.
Questions & Answers:
Q1. Is there a specific annual budget for this project, and can you disclose amount?
A. We do not have a budget for this project. Funds will be raised based upon cost.
Q2. Does the rack/station have to be duel locking? There are significant cost savings with new types of bike locks that attach to any type of bike rack.
A. We need the bikes to be able to lock at the rack/station and also when out of the rack/station. We are open to different locking options that meet this requirement.
Q3. Do the e-bikes need to have mid-drive motors?
A. No, we are open to different drive systems.
Q4. Is it possible to propose only E-bikes and no peddle bikes? Assuming we reduce cost to accommodate.
A. It is possible, but please provide the cost based on the proposed mix of E-bikes and peddle bikes. We can negotiate a different mix with the highest scoring proposer.

Q5. Is it possible to add scooters?
A. No, do we not want scooters at this time.
Q6. Do you expect the system to be operating during the winter months?
A. No
Q7. For the cost proposal can we offer a set monthly fee for equipment + operations vs. selling the equipment to the county and charging separate for ops? There is little benefit to cities from owning the equipment.
A. The Cost Proposal should include rental of the equipment costs.
The County is not interested in purchasing equipment at this time but we may negotiate a purchase option at a later date.
Q8. What is the expected launch date of the system? April-May 2024?
A. Yes, April/May 2024
Q9. Would the County consider managing the daily operations separately
(without vender)?
A. No, the County is looking for a turn key all inclusive service.
Q10. Would the County be open to procuring all pedal-assist E-Bikes instead of a half-and-half mix?
A. It is possible, but please provide the cost based on the proposed mix of E-bikes and peddle bikes. We can negotiate a different mix with the highest scoring proposer.
Q11. Could the County entertain the idea of virtual stations (using painted floors and signs) as opposed to physical racks?
A. For proposal purposes, please include physical bike racks/stations in the costs. We can discuss options for virtual stations with the highest scoring response.
