The procurement will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for whole-award consideration.
The City solicits voluntary demographic data regarding LGBTQ business ownership and LGBTBE certification through the National LGBT Chamber of Commerce (NGLCC) or Independence Business Alliance (IBA), as well as certifications from the Eastern Minority Supplier Development Council (ESMDC), Pennsylvania Unified Certification Program (PAUCP), Disability:IN, or Women's Business Enterprise National Council (WBENC). Subcontractor LGBTBE certifications are also requested. The City may use submitted data at its discretion for other projects and may make it publicly available.
The micro purchase threshold is $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, rounded to the nearest $1,000. Pricing must be quoted FOB Destination Point and exclusive of sales taxes. The contract term is 365 days from the effective date with no purchase orders issued after the close of business on the final day.
Sellers must submit quotations electronically via PHLContracts with a completed and signed Consent and Authorization Agreement. Minimum insurance requirements include workers' compensation at statutory limits, general liability at $500,000 per occurrence, and automobile liability at $300,000 per occurrence. No delivery or provision of services may occur until the department issues official notification. The successful seller must apply for a Philadelphia tax identification number and file appropriate business tax returns.
