About this opportunity

The Town of Manchester, Connecticut is seeking competitive bids for the delivery and installation of Furniture, Fixtures, and Equipment (FF&E) for the Keeney Elementary School renovation project. The procurement encompasses six distinct categories: Classroom Furniture & Misc., Classroom Tables, Files & Storage, Children's Soft Seating, Janitorial/Custodial Supplies, and Utility Shelving. This is Phase 2 of 4 for State Project No. 077-0241 RNV, with specific requirements including ADA compliance, low chemical emissions certifications, and detailed installation guidelines. Electronic bid proposals must be submitted by December 15, 2023, at 2:00 p.m., with a public bid opening to follow via video conference. Bidders are required to provide comprehensive documentation, including product data sheets, samples, and installation plans, with proposals remaining valid for 60 days from receipt. Evaluation will consider factors beyond the lowest price, with the Town reserving the right to reject any or all bids. Delivery and installation of the furniture and equipment is scheduled for July 15, 2024, to August 9, 2024.

The procurement is designed to be inclusive, with the Town of Manchester operating as an affirmative action-equal opportunity employer that welcomes participation from M/F/veteran/disability-owned businesses. Bidders must complete a Living Wage Certification Form, disclosing whether they are a "Covered Employer" under the Manchester Living Wage Ordinance and demonstrating compliance with wage requirements. Exemptions may apply for nonprofit organizations, employers with fewer than 25 eligible employees, or contracts valued under $25,000. While specific award values are not explicitly stated, the comprehensive nature of the FF&E procurement suggests a significant investment in the school's renovation. The bid documents indicate potential for future purchases through Connecticut State Contracts, with warranties ranging from 3 to 10 years depending on the furniture category. Interested vendors can access full bid documentation through the Town of Manchester's bid site and the SmartBidNet platform, with electronic submissions being the only acceptable method of proposal delivery.
