About this opportunity

Maryland Department of Transportation State Highway Administration (MDOT SHA) is requesting quotes for licensed electrician labor rates at the Chestertown State Highway Maintenance Facility on Maryland's Eastern Shore under a Small Business Reserve procurement, with bids due October 19, 2026 at 1:00 PM via eMMA and public bid opening the same day. This is a restricted set-aside limited to certified small businesses.

The scope covers preventative maintenance, repairs, and emergency electrical services at 615 Morgnec Road, Chestertown, Maryland 21620 (Kent County). The facility operates primarily on 120V and 240V single-phase systems with limited three-phase and 480V applications including EV chargers. Work includes switches, pumps, lights, outlets, and related preventative tasks. Bidders must supply hourly rates for three classifications: master electrician, journeyman electrician, and apprentice electrician, priced separately for routine and emergency service calls. The anticipated work volume is 100 routine and 24 emergency hours for master electricians, 200 routine and 24 emergency hours for journeymen, and 50 routine and 24 emergency hours for apprentices. A fixed materials and parts estimate of $6,000 is built into the price form and cannot be altered; any materials markup is capped at 10 percent. No unlicensed helpers or subcontracting is permitted without written approval from the SHA Contract Manager. The contractor must hold all electrical licenses and insurance in its own name.

Bidders must be Maryland-licensed master electricians with a minimum of five years in business, provide three commercial references, maintain workers' compensation insurance ($100,000 minimum per occurrence), and hold automobile/commercial truck insurance. Work is performed Monday through Friday between 6:30 AM and 3:00 PM, with 24/7 emergency availability requiring a three-hour on-site response time. The contract term is 24 months or until quantities are exhausted. Questions are due October 18, 2026 at 1:00 PM. Site visits are available upon request but not required. This procurement receives no federal funding.
