About this opportunity

The City of Elizabeth City, located in North Carolina, is soliciting bids for the KE White Tower Disinfection Project, a comprehensive water infrastructure improvement initiative. The procurement involves installing a Monoclor Residual Control System (RCS) within an existing elevated water tower, with specific requirements for a booster pump disinfection improvement system. Key deliverables include a submerged tank mixer, water quality sampling system, submerged pump, injector assembly, hypochlorite and liquid ammonium storage tanks, individual chemical dosing skids, and associated appurtenances such as piping, control panels, and electrical conduits. Sealed bids will be received until 3 PM on May 29, 2025, at the City's Public Works building, with a non-mandatory pre-bid conference scheduled for May 19, 2025, at 3 PM. Bidders must submit a certified or cashier's check or bid bond for 5% of the total bid amount and provide evidence of licensing to perform the work in North Carolina. The project timeline requires substantial completion within 30 consecutive calendar days and final completion within 60 consecutive calendar days after contract commencement.

The City expressly encourages participation from small, minority, female, disadvantaged, and historically underutilized businesses, with a specific 10% minority business participation goal. Bidders must submit affidavits demonstrating "Good Faith Efforts" in minority recruitment and complete detailed minority business participation forms. Digital bidding documents are available for $25.00 through QuestCDN.com, and contractors must be licensed to perform work in North Carolina. While the City will provide certain equipment including the PWM250 tank mixer, control centers, chemical feed skids, and storage tanks, the contractor is responsible for installation, interconnecting piping, electrical work, and other system components. The project represents a technical water infrastructure enhancement focused on maintaining consistent disinfectant residual levels, with the City reserving the right to reject any or all bids and award the contract to the lowest responsive, responsible bidder. Bid documents cannot be withdrawn for 60 consecutive calendar days after the bid opening, and the procurement will consider factors of quality, performance, and project completion time in the final selection process.
