About this opportunity
The Kansas Department of Health and Environment (KDHE) has posted an Invitation for Bid (IFB) for the procurement of air monitoring instrumentation, replacement parts, and training. The contract will serve KDHE as well as political subdivisions in Shawnee County and the city of Topeka. The IFB specifies the need for analyzers for sulfur dioxide, nitrogen oxides, carbon monoxide, and ozone, as well as a dynamic dilution calibrator. Bidders may propose equivalent models that meet or exceed the specified requirements. Pricing is required on a per-unit basis, and the state reserves the right to award by line item or group. The contract term is from the date of award through April 30, 2029, with the option for two (2) additional two-year renewals. The IFB is open from March 13, 2024 to April 17, 2024, with no pre-proposal conference scheduled. Bidders must request an official invitation to participate at least 24 hours prior to the event's closing date and time.
The IFB includes a Bidder Preference Program, which offers preferences for disabled veteran-owned and certified businesses. Bidders are required to submit a completed Boycott of Israel form, Sexual Harassment form, and Immigration Reform and Control form. The state will use a procurement card (P-Card) for some purchases, and pricing is available to political subdivisions such as cities and counties. The successful bidder must comply with the state's terms and conditions, including the Accounts Receivable Set-Off Program, which allows the state to intercept payments to contractors who owe debts to the state.
