About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) is issuing a Request for Bid (RFB 660 2600000213) for the one-time purchase of a single forklift unit to be delivered to the Peabody Wildlife Management Area at 1 Goose Lake Road, Drakesboro, Kentucky. The forklift must meet mandatory specifications including a 5,000-pound lift capacity, minimum 130-inch mast height, four-function hydraulic controls (side shift, mast tilt, forks up/down), pneumatic air tires, 42-inch fork length, and liquid propane fuel type. All equipment must be new, current model year, pre-serviced per manufacturer specifications, and delivered in first-class operating condition with F.O.B. Destination Freight Prepaid pricing. The procurement will be evaluated using a best-value methodology with scoring weighted as follows: Price (90 points), Delivery Time (5 points), and Warranty (5 points), with the lowest-priced bid receiving maximum points and other bids evaluated proportionally. A minimum 60-month/2,000-hour full warranty is required at no additional cost. Written vendor questions are due by November 12, 2025, at 4:30 PM Eastern Time, with KDFWR responses provided by November 13, 2025. The bid closing date and time is November 20, 2025, at 12:00 PM Eastern Time, with bid readings held via conference line at 3:00 PM Eastern Time on the closing date. All bids must be submitted electronically through the Kentucky eProcurement system; paper bids are not acceptable. Vendors must be registered in the Commonwealth Vendor Self Service System prior to bid submission.
Kentucky resident bidders are eligible for reciprocal preference equal to the preference given by the bidder's state, and qualified bidders receive preference designations including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference). All vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance with a minimum limit of $1,000,000 combined single limit for delivery, with proof of insurance required prior to award. Bidders claiming resident or qualified bidder status must submit notarized affidavits attesting to their eligibility, and failure to provide requested documentation may result in bidder disqualification. Pricing must exclude federal excise tax and Kentucky sales and use tax, with prices remaining firm for the first twelve months. This is a one-time purchase contract with no renewal options, and no specific budget or award value is stated in the solicitation documents.
