About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) has issued Request for Bid (RFB) 660 2600000010 for the procurement of one fish hauling truck to be delivered to the Frankfort Fish Hatchery. This is a one-time purchase award with no renewal options, structured as a best-value procurement. The required equipment specification calls for a Freightliner M2 106 Plus Conventional Chassis or approved equal, equipped with a Cummins L9 330-horsepower diesel engine, Allison 3,000 RDS automatic transmission, extended cab configuration, 33,000 lbs. gross vehicle weight rating, air brakes, air suspension, dual fuel tanks, and premium seating. Written questions must be submitted by July 23, 2025 at 12:00 p.m. Eastern Time, with KDFWR providing responses by close of business on July 25, 2025. Bids are due on August 5, 2025 at 12:00 p.m. Eastern Time and must be submitted electronically through the Kentucky eProcurement system by vendors registered in the Vendor Self Service (VSS) system. Award will be determined using a best-value ranking approach with 90 points allocated to price (lowest bidder receives maximum points with others scored proportionally), 5 points for delivery time (30-day standard requirement with points available only for faster delivery), and 5 points for warranty period (minimum three-month warranty required at no additional cost, with longer warranties receiving proportional points). Pricing must be quoted FOB Destination Freight Prepaid and Allowed and must exclude federal excise tax and Kentucky sales tax, with prices remaining firm for twelve months.
Kentucky resident bidders are eligible for reciprocal preference, and qualified nonprofit organizations—including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor hours—may receive an additional 15 percent preference on points. Bidders claiming resident or qualified bidder status must submit appropriate affidavits notarized by a duly authorized representative. All bidders must provide proof of commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability insurance ($1,000,000 combined single limit), and a certificate of insurance prior to award. No specific budget range or award value is disclosed in the solicitation materials; award value will be determined based on the winning bid submitted. All submissions are subject to validation through the Kentucky eProcurement system, and successful bidders will receive electronic confirmation with ability to track responses through the My Responses section of VSS.
