About this opportunity
The Kentucky Department of Fish and Wildlife Resources is requesting proposals for digital magazine hosting and payment processing services for Kentucky Afield Magazine under RFP 660 2600000492, with proposals due July 2, 2026 at 12:00 PM Eastern Time. Kentucky resident bidders and qualified bidders, including nonprofits furthering Kentucky law purposes and qualified nonprofit agencies for individuals with severe disabilities, are eligible for preference scoring.
Vendors may bid for hosting services, payment processing, or both. The digital magazine platform must support smartphones, tablets, and desktops; accommodate KDFWR branding customization; enable video embedding in flipbooks; and facilitate subscriptions and purchases. An extensive archive of Kentucky Afield Magazine in digital format, maintained over 25,000 subscribers since 1945, will be uploaded to the selected platform along with other print materials.
Evaluation comprises technical merit (500 maximum points) and cost (1,000 maximum points) for a total of 1,500 points. Technical proposals scoring below 50 percent will be eliminated. Technical criteria include background and experience (100 points), digital magazine hosting capabilities (200 points), and payment processing capabilities (200 points). Cost proposals must itemize all labor and materials for each service component separately.
The initial contract term is one year from award, with options to renew for four additional two-year periods subject to mutual agreement and approval by the KDFWR Commissioner and the Legislative Research Commission's Government Contract Review Committee. Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate is required. Professional Liability Insurance is required if applicable. All proposals must remain valid for at least six months following the proposal due date. Written questions are due June 29, 2026 at 2:00 PM Eastern Time, with KDFWR responses anticipated by 7:00 PM on June 30. All vendors must be registered in the Kentucky eProcurement System and submit proposals electronically through the Kentucky Vendor Self Service System in three separate sealed documents: Technical Proposal, Cost Proposal, and Proprietary Information, each not exceeding 65,000 KB.
