About this opportunity
The Kentucky Office of Vocational Rehabilitation (KOVR) issued a Request for Proposal for a teaming partner to provide food service operations and dining facility management at Fort Campbell Training Center in Kentucky. The procurement seeks a qualified vendor to partner with KOVR and an assigned Licensed Blind Vendor to manage two existing U.S. Army prime contracts: the Dining Facility Attendant (DFA) Contract (W9124818D0004) with an estimated annual value of $2,588,840 and a termination date of February 28, 2023, and the Full Food Service Contract (W9124J20D0006) with an estimated annual value of $5,535,975 and a termination date of December 31, 2025, for a combined estimated gross contract value of $8,124,815. The teaming partner must provide comprehensive dining facility management, food preparation and serving, facility sanitation, remote site feeding, grab-and-go meal programs, and administrative functions while training the assigned Blind Vendor in all aspects of business operations. Bidders must demonstrate financial stability, relevant food service industry experience including Department of Defense contract experience, and the capacity to operate multiple facilities statewide, with required submission of proof of financial stability, current CPARS reports for the past three years, and commercial general liability insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence. Proposals were initially due on April 15, 2022, but the deadline was extended to April 22, 2022 at 3:30 PM ET, with an optional site visit scheduled for March 30, 2022, and written questions accepted by March 23, 2022 and April 1, 2022. Proposals will be evaluated on technical merit (1,200 points maximum), cost (800 points maximum), and potential oral demonstrations (200 points maximum), for a total of 2,200 possible points, with evaluation criteria including executive summary, qualifications, financial requirements, relevant experience, current contracts, specialized services, training capabilities, references, legal actions, and auditing acknowledgment.
The contract utilizes a net revenue sharing arrangement requiring a minimum 51 percent distribution to the Blind Vendor and maximum 49 percent to the contractor, with this percentage remaining static for the contract's life; no cost of living adjustments or reimbursements for additional expenses will be provided, and all costs must be incorporated into the net revenue split arrangement. No set-asides or preference programs are offered under this procurement, though Kentucky resident bidders may receive reciprocal preference as applicable under state regulations. The incumbent vendor is the Kentucky Office for the Blind, which currently holds the DFA contract awarded on March 1, 2018. Contractors must comply with all applicable federal and state regulations, including wage determination requirements from the relevant Collective Bargaining Agreements and prevailing wage standards applicable to federal contracts, and must agree to allow audits of financial records by the Kentucky Auditor of Public Accounts or a Commonwealth-selected Certified Public Accountant at the contractor's expense. The initial contract term is two years from the effective award date, with options to renew for four additional two-year periods upon mutual agreement of the parties, and the Commonwealth reserves the right to conduct best and final offer negotiations and to award to the highest-ranked vendor with whom successful negotiations are completed.
