About this opportunity
The City of Jacksonville, Florida, is requesting proposals for installation, operation, and maintenance of a real-time surfcam at Kathryn Abbey Hanna Park and webcams at select public boat ramps throughout Jacksonville, with proposals due August 10, 2026 at 4:00 p.m. and a mandatory pre-bid conference on July 29, 2026 at 10:00 a.m. at Hanna Park. A local-business preference of 5 points applies in the evaluation.
The scope requires a 24-hour live video feed at Hanna Park showing beach and surf conditions, with the surfcam operational within 60 days of contract execution. Additional webcams at select boat ramps must display traffic, parking, and weather conditions, with each site operational within 30 days of installation. Online access to all feeds must be available at no charge to the general public via desktop and mobile devices. The contractor bears all costs for installation, maintenance, operation, power, internet, website hosting, and video storage for at least 30 days. The contractor must create an ADA-compliant website and submit monthly operational status reports and annual compliance documentation.
This is a no-cost-to-the-city agreement; contractors receive no direct payment. Evaluation is weighted as follows: business description (25 points), marketing and tracking strategies (15 points), financial responsibility (20 points), maintenance approach (15 points), number of boat ramp sites proposed (20 points), and local business preference (5 points). The number of boat ramp sites committed becomes a key competitive variable since it carries scoring weight.
Proposers must demonstrate one year of prior experience in similar services, financial capability to cover startup and operational costs, ability to obtain and maintain liability insurance, and current proof of required business licenses. Questions are due August 4, 2026 at 10:00 a.m. Either party may terminate with 30 days' written notice.
