About this opportunity

The State of Maine Division of Purchases is requesting price quotations for K1 heating fuel to be supplied to all state agencies for the contract period July 1, 2011 through June 30, 2012, with quotations due May 26, 2011.

The scope covers delivery of K1 heating fuel to eleven locations across Maine, including Department of Conservation, Department of Inland Fish & Wildlife, and Department of Veteran's and Military Affairs facilities. Service locations span Richmond, Augusta, Camp Keyes (five separate buildings), Georgetown, Rangeley, Weld, and Pemaquid, with individual tank sizes ranging from 275 to 1,000 gallons and a total aggregate requirement of 27,600 gallons for the contract period. K1 fuel must meet specified technical requirements: specific gravity of 0.81, flash point of 120 degrees Fahrenheit, minimum boiling point of 350 degrees Fahrenheit, and freedom from foreign contaminants. Deliveries must be completed within 48 hours of order placement during normal business hours, Monday through Friday 7:00 a.m. to 3:30 p.m., unless prior arrangements are made. The contractor must deliver to above-ground storage tanks with remote fill systems, provide metered delivery tickets certified by the Maine Department of Weights and Measures, and assume all spill cleanup costs.

Bidders must submit both a fixed margin bid (consisting of the OPIS reported rack price plus markup and transportation costs per gallon) and a lock-in quote as of the bid date. The award will be based on the fixed margin quote, allowing the State to determine later whether to lock in pricing or wait for more advantageous rates. Pricing shall be based on the OPIS rack price for the delivery location, with bidders required to certify the rack price and source on invoices. The State accepts the Maine Procurement Card with no surcharges allowed. The contract is available for a one-year extension upon mutual agreement.
