About this file

This is a Request for Price Quotation issued by the State of Maine Division of Purchases for K1 heating fuel to be supplied to all state agencies during the contract period of July 1, 2011 through June 30, 2012. The solicitation requests quotations for a portion of the normal 12-month heating fuel requirements across multiple state agencies, with deliveries required to all locations specified in an attached spreadsheet. Bidders must submit both a fixed margin bid and a lock-in quote as of the bid date of May 26, 2011. The contract will be awarded based on the fixed margin quote, allowing the State to determine at a later date whether to lock in pricing or wait for more advantageous rates. Contract extension for an additional one-year period is available upon mutual agreement between the Department and the Contractor. K1 heating fuel must meet specific technical specifications including a specific gravity of 0.81, flash point of 120 degrees Fahrenheit, minimum boiling point of 350 degrees Fahrenheit, and must be free of foreign contaminants.

Pricing shall be based on the OPIS reported Rack price for the delivery location, with bidders required to certify the rack price and source on invoices. Bidders must submit a fixed margin bid consisting of the OPIS rack price plus markup and transportation costs per gallon. Fuel deliveries must be completed within 48 hours of order placement during normal business hours, Monday through Friday from 7:00 a.m. to 3:30 p.m., unless prior arrangements are made. Bidders must be capable of delivering to above-ground storage tanks with remote fill systems and provide metered delivery tickets certified by the State of Maine Department of Weights and Measures. The contractor is responsible for cleanup of any spills or accidents at no cost to the State and must notify appropriate authorities and facility contacts in writing. All invoices must be submitted within 36 hours of delivery and must include the Master Agreement contract number. State policy requires vendors to accept the Maine Procurement Card as payment with no surcharges allowed, and the State reserves the right to reject any quotation or extend the contract beyond the stated expiration date with mutual consent.
