About this opportunity

The Connecticut Department of Education is issuing RFI #007 to establish a state-approved list of professional learning providers for K-5 structured literacy instruction, with responses due September 30, 2026 at 5:00 p.m. EDT. This is a qualification and information-gathering exercise, not a traditional competitive procurement with contract awards or financial terms. LEAs and individual educators will independently select providers from the resulting approved list.

Providers must submit a letter of intent by September 11, 2026 at 4:00 p.m. EDT, followed by complete application materials by September 29, 2026. Vendor questions are accepted from August 25, 2026 at 7:00 a.m. EDT through September 29, 2026 at 5:00 p.m. EDT. Required submission documents include a proposal, application form addressing seventeen competency areas, a completion checklist cross-referencing evidence within submitted materials, and supporting documentation (scope and sequence, learning objectives, completion templates, and staff resumes).

The CSDE will evaluate all applications using a standardized rubric requiring alignment with Connecticut Educator Competencies for Structured Literacy and Dyslexia. Providers must meet all Key Elements and Features requirements in four foundational sections—Professional Learning Content, Instructional Approach, Documentation of Effectiveness, and Staff Qualifications—to advance to alignment evaluation. Ten additional content sections carry minimum score thresholds: Language Acquisition and Development (10/12 points), Literacy Acquisition and Development (13/15), Explicit Instruction Principles (10/12), Dyslexia (13/15), English Learner instruction (10/12), Assessment Practices (13/15), Phonological Awareness (8/9), Phonics and Word Identification (15/18), Reading Fluency (8/9), Vocabulary (10/12), Comprehension (20/24), and Written Expression (18/21). Providers failing to meet Key Elements and Features or minimum alignment scores are disqualified.

The approved provider list will be published on the CSDE website and may be updated periodically at the CSDE's discretion. No pricing, set-asides, incumbent information, or specific funding amounts are specified.
