About this opportunity

Collin County, Texas is soliciting sealed bids for facade replacement at the Collin County Juvenile Detention Center under IFB 2026-240, with bids due August 20, 2026 at 2:00 p.m. Mandatory pre-bid meetings are scheduled for July 27 at 10:00 a.m. and July 30 at 2:00 p.m. at the detention center site (4700 Community Boulevard, McKinney); attendance at one session is required. This is a firm-fixed-price contract awarded to the lowest responsive and responsible bidder.

The scope includes demolition of existing stucco cladding and fluid-applied weather barriers from the 1998 original structure and 2005 addition; substrate repair and patching (estimated 15% requiring repair); installation of new fluid-applied water resistive barriers with flashings and transition membranes; and installation of new Exterior Insulation and Finish System (EIFS) cladding with high-impact mesh reinforcement and accessories. Installer certification requires minimum five years' continuous experience in similar work. Mandatory mockups are 64 square feet for EIFS work and 10 feet of sealant installation. Work is located at 4700 Community Avenue, McKinney, and must coordinate with facility operations (48 hours' advance notice required for disruptions).

The opinion of probable construction cost is $240,000. The contract term is firm-fixed-price with completion within a specified number of consecutive calendar days from Notice to Proceed; liquidated damages are assessed at $500 per day for schedule failure. Two alternates are included: Alternate #1 provides deductive credit for mechanical attachment of cement board sheathing instead of removing existing weather barrier; Alternate #2 is additive for painting new and existing EIFS cladding.

Prevailing wage rates apply under Texas Government Code Title 10, Section 2258. Bid security of 5% is required via certified check, cashier's check, or bid bond. The awarded contractor must furnish performance, payment, and maintenance bonds at 100%, 100%, and 10% of the total contract price, respectively, within 10 consecutive calendar days of award. Comprehensive insurance is required, including workers' compensation (statutory limits with employer's liability of at least $1,000,000), commercial general liability ($2,000,000 per occurrence), automobile liability ($1,000,000 combined), umbrella liability ($2,000,000 per occurrence), and builder's risk equal to the total contract amount. Questions and substitution requests are due August 6 at 2:00 p.m. Contract award is anticipated within 90 consecutive calendar days after bid opening.
